PhiLSAT Exemption: Are You Exempt from the PhiLSAT?
Note: PhiLSAT is no longer required. Please inquire directly from the law schools regarding their admission policies. Most law schools have their own Law Aptitude Examination (LAE).

PhiLSAT Exemption: Qualifications
To qualify for PhiLSAT exemption, all of the following conditions must be satisfied:
- The applicant must have graduated with honors.
- The applicant must have professional civil service eligibility.
- The applicant must be enrolling in law school within two years from college graduation.
If you do not meet even just one of the above conditions, then you are not qualified for PhiLSAT exemption.
PhiLSAT Exemption: Honor Graduate Eligibility
For honor school graduates, there is usually no need to take the civil service examination. First and second level eligibility is granted to students who:
- graduated cum laude, magna cum laude, or summa cum laude in any bachelor’s degree; and
- who graduated in a private higher education in a degree recognized by CHED or in a state, local college, or university with a degree included in its charter or duly approved by its board.
Check with the Civil Service Commission (CSC) if you qualify for Honor Graduate Eligibility (HGE).
PhiLSAT Exemption: Place of Filing
The application for honor graduate eligibility must be filed with the CSC Regional Office or any of its Field Offices with jurisdiction over the college or university where the applicant graduated. The application for exemption from the PhiLSAT must be filed with the Legal Education Board (LEB).
PhiLSAT Exemption: Required Documents
The following documents are required to support the application for HGE with the CSC:
- application form
- three identical ID pictures taken within the last three months (passport size (4.5cm x 3.5cm), white background, bare face, standard close-up shot, showing left and right ears, with full name tag (First Name, Middle Initial, Last Name) that is not computerized
- original and photocopy of a valid (not expired) ID bearing the applicant’s complete name, picture, and signature, and the issuing officer’s name and signature (office or company ID, school ID, GSIS UMID, SSS ID, passport, driver’s license, PRC license, BIR/Tin ID, police clearance with picture, voter’s ID, PhilHealth ID, postal ID, barangay ID
- original and photocopy of the birth certificate issued by the PSA
- original and photocopy of the marriage certificate issued by the PSA (for female married applicants)
- certification issued by the applicant stating that he or she has no pending administrative or criminal case and that he or she has never been found guilty of any administrative offense or crime
- original and photocopy of the Transcript of Records (TOR)
- certification from the university or college that the applicant graduated summa cum laude, magna cum laude, or cum laude signed by the authorized official and bearing the university or college seal
- list of honor graduates certified and submitted by the school registrar to the CSC
- authorization letter and original and photocopy of the valid ID of the representative (if filing through a representative)
The following documents are required to support the application for PhiLSAT exemption with the LEB:
- two original copies of notarized PhiLSAT Application Form (PAF)
- one original copy of the certification [indicating the bachelor’s degree earned, graduation date, graduation honor received, special order (if applicable), and the granting institution] issued by the registrar of the university or college where the applicant earned a bachelor’s degree
- one certified copy of the HGE certificate issued by the CSC or CSC Certification of HGE (with eligibility number and date of issuance)
PhiLSAT Exemption: Fees
An evaluation fee of PHP200 will be collected by the CSC upon the filing of the application for HGE, while a processing fee of PHP300 will be collected upon the approval of the application.
An application fee of PHP300 must be paid to the LEB for the processing of the PhiLSAT exemption.
